General
VFR flights shall be conducted so that the aircraft is flown in conditions of visibility and distance from clouds equal or greater than those specified in the table below:

All IFR flights must submit a Flight Plan. IFR flight plans must contain an adequate route to the destination, with the aim of increasing airspace capacity.
Routes shall include SIDs and Transitions if applicable in order to facilitate ATS service.
Initial STAR commencement fix shall also be included.
Within Asunción FIR, radar surveillance is provided:
SSR Aircraft identification as prescribed by ICAO.
Pilots of aircraft leaving the 250 NM surveillance covered area shall be informed about Radar service termination and be transferred to the conventional/procedural portion of the airspace clear of conflict according to non-surveillance separation rules.
Remaining airspace is non-surveillance and conventional separation rules apply.
TA=3000 ft
TL=By ATC ATC should always create a 1000 feets transition layer so a TL of 40 will be standard, but this may vary based on QNH.
Reduced vertical separation minima apply within Asunción FIR between FL290 and FL400 for approved aircraft/operators.
In general terms, flights without RVSM approval are not allowed to fly above FL290, but the competent authority reserves the right to issue a special permit.
IFR flight should respect semi-circular rule: odd flight level for flights heading east (from magnetic course 000° to 179°) and even flight level for flights heading west (from magnetic course 180° to 359°)
SSR codes for domestic operations:
- Domestic: 1400 to 1477 and 1600 to 1677.
- International: 5400 to 5477 and 7100 to 7147.
In practice many flights operate using the standard 2000/1200 codes for non-surveillance areas.
IFR traffic flying at the same FL shall be handed over longitudinally spaced by at least 10 minutes. This separation must be constant (aircraft speeds restrained) or increasing (succeeding aircraft is slower).
Traffic shall be handed over as soon as practical and minimum 5 minutes before the limits of airspace.
Unless the receiving ATC unit issues a clearance modifying the route, altitude or speed, the transferring sector remains responsible for separation. The accepting unit will not modify the route, altitude or speed until the traffic is inside his Area of Responsibility, unless transferring unit releases it. Flights deviating for any of the conditions laid below are subject to an approval request.
FIS and alerting services will be provided throughout the territory of Paraguay from the ground up.
ATC service is limited to the CTA and UTA (Upper Control Area):
- Asunción CTA is defined as the set of lower airways plus local controlled airspaces, such as TMAs and CTRs.
- Asunción UTA (Upper Control Area) is made up by the high-altitude airways.
Lower / Upper separation is established at FL245.
Asunción ACC is limited to providing ATC services to a maximum of 11 simultaneous aircraft.
Asunción TMA is limited to providing ATC services to a maximum of 8 simultaneous aircraft.
There is no limit for information and alerting services.

Silvio Pettirossi International Airport (IATA: ASU, ICAO: SGAS) is an international airport in Luque, Paraguay, which serves Paraguay's capital city, Asunción, and indirectly serves the nearby city of Clorinda, Formosa in Argentina. It is the main international hub for LATAM Paraguay and Paranair.
Pettirossi handled 1.24 million passengers in 2019, making it the busiest airport in the country.
The Guarani airport is the second most important in Paraguay.
It currently has a regular flight to Asunción and Doctor Fuster in Paraguay as well, although it occasionally operates charter flights to Brazil.
