This Annex presents the SSR code allocations within the RJJJ FIR

A. While flying under VFR:
Below 10,000feet code 1200
At or above 10,000feet code 1400
B. IFR aircraft entering radar controlled airspace out of non-radar controlled airspace without code instruction by ATC: code 2000
Note: It is preferable that code 2000 be selected before the aircraft enters radar controlled airspace or before the aircraft establishes radio communications with the radar control facility.
C. When a pilot feels it necessary to show the following in flight conditions
Communications failure code 7600
Emergency code 7700
Note: Discrete code ......4 digit SSR code whose last 2 digits are not zero zero. Refer to [1.2.1]
1.2.1 Within Fukuoka FIR, IFR aircraft will be assigned SSR discrete code as follows:

2. On the international inbound flight out of the FIR where the ACC is responsible to assign SSR discrete code in accordance with Table ATM II-APAC-2, SSR Codes Allocation Plan and notify the assigned SSR discrete code to ACC of Fukuoka FIR as agreed beforehand, the assigned SSR discrete code will be used without change in Fukuoka FIR.
3. On the international inbound flight out of the FIRs where there are no such procedures as stated in 2) above, SSR discrete code from within code blocks allocated for Fukuoka FIR will be assigned by ACC.
1.2.2 The functional code listed below may be assigned by a radar control facility when radar control is terminated.
Below FL 240 code 1100
At or above FL 240 code 1300
1.2.3 Code 4000 may be assigned to aircraft which make frequent or rapid changes of altitude, or flight inspection aircraft which require special handling by ATC.
