This letter of agreement (LoA) shall serve to standardize procedures handling air traffic operations between the Oakland (KZOA) and Los Angeles (KZLA) ARTCCs. Controllers handling air traffic destined for an ARTCC affected by this agreement are requested to adhere to this agreement to the furthest extent possible. The agreement is subject to change without notice and shall be reviewed by affected controllers regularly.
Shortly after connecting to the IVAO network, controllers affected by this LoA shall advise any other online controller(s) affected by this LoA of the current runway configuration at the larger airports under their control. For KZOA, this includes KSFO, KOAK and KRNO airports; and for KZLA this includes KLAX and KSAN airports. Should a runway configuration change occur during a controller session, this shall also be communicated. The ATC channel shall be used for this communication, using abbreviations in this LoA to indicate runway configurations.
Handoffs of aircraft from one CTR controller to another shall occur at least 10 nautical miles prior to the aircraft reaching the ARTCC boundary, with adequate separation existing to all other nearby targets. A refused handoff does not allow the aircraft to enter the neighboring controller's ARTCC.
Aircraft entering or believed to be entering the airspace within a 2.5 nautical mile horizontal distance from the ARTCC boundary require a pointout. The pointout shall be initiated in a timely manner by the controller in control of, and communicating with, any such aircraft. The response from the controller receiving the pointout is binding.
Lateral miles in trail (MIT) separation of aircraft bound to the same event featured airport, irrespective of cruising altitude separation, increases to 10 nautical miles during HQ, XA and VA events. For every 10 knots of ground speed aircraft in trail are faster than the proceeding aircraft, 1 additional nautical mile of lateral separation shall be applied.
