Regulation A.2.3.1 concerns area controllers on IVAO relinquishing control of the approach and aerodrome functions at aerodromes with their area of responsibility. The regulation states:
- A.2.3.1 It’s not required for area controllers to perform ATC duties in Terminal Control or Aerodrome Control airspaces when the appropriate controllers are not online, unless division or exam procedures describe otherwise. If a restricted coverage is being applied, the controller shall clearly state this in the ATIS.
Controllers may only use Regulation A.2.3.1 when controlling the following sectors:
During times of quiet operation, area controllers must give a service from the declared base of all airspace to FL660 without exception. Regulation A.2.3.1 may be applied at the controllers discretion during times of high traffic loading which IVAO XU considers to be at least 20 airborne aircraft on the frequency over a thirty minute period.
If applying this regulation, controllers must not provide a partial service (e.g. not vectoring for the approach but issuing a landing clearance). It is preferable that area controllers to not apply this regulation during events, however it would be permissible to only provide an approach/aerodrome service at the event aerodrome only.
