Except when necessary for take-off or landing, an IFR flight shall be flown at a level that is not below the established minimum flight altitude.
An IFR flight operating in cruise flight within controlled airspace shall be flown at a cruising level according to the semicircular rule, as shown in section 1.2.
An aircraft wishing to change the type of its flight from instrument flight rules (IFR) to visual flight rules (VFR) shall notify Malta ATC that the IFR flight is cancelled. When an aircraft operating under the instrument flight rules is flown in visual meteorological conditions (VMC), it shall not cancel its IFR flight unless it is ensured that the flight will be continued for a reasonable period of time in uninterrupted visual meteorological conditions.
