Pilot Training can only be given by active divisions.
HQ Training Department will unfortunately not be able to provide training to members of inactive divisions.
Check the list of active divisions from the menu if you are unsure whether or not your division is active.
If you are NOT a member of an active division, you must change to an active division in order to get training for higher ratings.
